Radar Cross Section (RCS) measurements are quintessential in understanding target scattering phenomenon. The reduced RCS of modern weapons systems stresses the capability of current RCS measurement ranges. A limiting factor that has recently become more significant is the electromagnetic coupling between a test target and the mounting hardware used to support it and control its orientation during the RCS measurement. Equally important is the electromagnetic coupling between the RCS calibration artifact and its mount, which provides an opportunity to explore the coupling phenomena without delving into operationally sensitive areas. The primary research goal was to characterize the interaction between a calibration artifact and its mounting apparatus when measuring the RCS of the calibration artifact as part of a larger RCS measurement process. Standard methods, such as vector background subtraction, do not account for this interaction. By understanding the interaction term, a more accurate measurement of target RCS may be obtained. Through careful characterization of the interaction, an additional term can be included in the vector background subtraction equation to reduce the level of uncertainty. Two techniques were developed to isolate and characterize the interaction between the target and mount. The first involves evaluating the far- zone fields scattered by the target under two conditions: the target alone and then the target with mounting hardware present. The fields are then coherently subtracted to isolate the interaction. This process was validated with measurements and computational results. The second technique involves evaluating fields on the target surface under the aforementioned conditions, which are subsequently subtracted from one another and radiated to the far-field.

The objective of this thesis is to investigate and evaluate the effectiveness of radar cross section (RCS) reduction by means of the geometric control of discontinuities using serrated edges. Although the use of serrated edges for RCS reduction can be clearly seen on stealth aircraft such as the Northrop B-2, and was mentioned in several papers and references, not much data on the reduction magnitude, the associated geometry, or the design methodology are available in the open literature. Parameters of interest include the number of basic serration cells (triangles) required per wavelength, and the aspect ratio of the triangles that form the zig zags. An infinitely thin metallic plate is considered for the analysis. The RCS of such a plate with serrated edges is computed and compared against the RCS of a plate of the same sized without serrated edges. The infinitely thin assumption is valid if the wing of the aircraft, which is represented by the plate, is thin compared to the wavelength. The results obtained show significant reduction in RCS.

The significance of the Radar Cross Section (RCS) in the outcome of military engagements makes its prediction an important problem in modern Electronic Warfare. The POFACETS program, previously developed at the Naval Postgraduate School (NPS), uses the Physical Optics method to predict the RCS of complex targets, which are modeled with the use of triangular facets. The program has minimum computer resource requirements and provides convenient run- times. This thesis up-graded, enhanced and expanded the functionalities and capabilities of the POFACETS program. The new functionalities were implemented by upgrading the Graphical User Interface and model database, allowing the creation of models with an unlimited number of facets, providing capabilities for the automatic creation of models with standard geometric shapes, allowing the combination of existing target models, providing capabilities for sharing target models with commercial CAD programs, and creating new display formats for RCS results. The new computational capabilities include the development of a user-updateable database of materials and coating that can be applied to models in one or multiple layers, and the computation of their effects on the models' RCS. Also implemented are the computations of the ground's effect on the RCS, and the exploitation of symmetry planes in models, in order to decrease run-time for RCS prediction.

The increased need for stealth aircraft requires an on-site Far-Field (FF) Radar Cross-Section (RCS) measurement process. Conducting these measurements in on-site Near-Field (NF) monostatic facilities results in significant savings for manufacturers and acquisition programs. However, NF measurements are not directly extended to a FF RCS. Therefore, a large target Near-Field to Far-Field Transformation (NFFFT) is needed for RCS measurements. One approach requires an Inverse Synthetic Aperture Radar (ISAR) process to create accurate scattering maps. The focus of this work is the development of accurate NF scattering maps generated by a monostatic ISAR process. As a first look, the process is isolated to a simulated environment to avoid the uncontrollable effects of real measurement environments. The simulation begins with a NF Synthetic Target Generator (STG) which approximates a target using scattering centers illuminated by spherical electromagnetic waves to approximating NF scattering. The resulting NF In-phase and Quadrature (IQ) data is used in a "Trapezoidal" ISAR process to create spatially distorted images that are accurately corrected within the ISAR process resolution using a newly developed NF correction. The resulting spatially accurate ISAR images do not complete the NFFFT. However, accurate scattering maps are essential for process development.

This report describes millimeter wave ground based radar cross section measurements taken to support the SWOE JT&E program over two years. RCS measurements were made on selected ground clutter patches for one month and over another 43-day period at Camp Grayling, MI; and for 47 days at Yuma Proving Ground, AZ. Instruments collected data on meteorological conditions, solar flux, and soil moisture content. A wide range of atmospheric conditions was observed in Grayling over the measurement periods. The conditions in Yuma over the measurement period were relatively stable. In this report, we describe the variations in the ground based measured RCS of different clutter types over time and space for environmental conditions encountered during the three field tests. We have developed and will present an empirical model to describe these variations for the Yuma and Grayling II environments.

This thesis explores the use of periodic open slots as passive antenna scatterers to enhance the radar cross section of a simple target. Two slot geometries are considered, thin rectangular slots and circular slots. Targets are modified with slot arrays of various element size, spacings, numbers, and geometries. These geometries were later backed by a cavity in an attempt to further enhance RCS. Measurements were taken and the results were compared to target baselines, which are nothing more than the unslotted version of the same target. Moment method solutions were also computed for comparisons with measured results. Additionally, an analytical expression for antenna scattering was tested as a means of achieving a fast first order accurate solution for target RCS.

This thesis addresses a number of topics associated with microwave scattering from conducting objects such as Radar Cross Section (RCS) measurements, Inverse Synthetic Aperture Radar (ISAR) image reconstruction and their applications to radar target identification. An overview of experimental techniques for RCS determination and theoretical analysis of several standard scatterers used in RCS measurements is presented. An efficient deconvolution technique based on Singular Value Decomposition (SVD) is implemented to be used in measured data analysis. A number of experimental results are obtained from the facilities available in the UWO Electromagnetic Wave Laboratory and compared to the theoretical results. Different ISAR image reconstruction algorithms are formulated, implemented and tested on both simulated and measured data. A new target identification technique based on joint Physical Optics (PO) and Finite Difference Time Domain (FDTD) representations of the scattered response is introduced. The application of wavelets in ISAR is a new research direction and another contribution of this thesis is the best wavelet evaluation for data compression and denoising in target identification.

Recent advances in signal processing and remote sensing have highlighted the importance of bistatic radar systems for the purposes of environmental monitoring, surveillance, and tracking radar. The calibration of such systems has been problematic-much more so than similar monostatic systems, primarily as a result of the lack of reference objects suitable for calibrating at any given bistatic angle. This research deals with the problems of calibrating full-polarimetric laboratory-environment bistatic radar systems, including the lack of suitable calibration targets and procedures, and operational considerations such as alignment and mounting. Several popular bistatic calibration techniques are classified, evaluated, and comparisons are made between the relative merits of various calibration objects. The analysis addresses sensitivity to target alignment error, sensitivity to polarization impurity, and ease of implementation. Both theoretical concepts and practical considerations are discussed, based on measurements accomplished at the European Microwave Signature Laboratory (EMSL) of the Joint Research Center (JRC) in Ispra, Italy. Significant gains in co-polarized channel accuracy and cross- polarization purity are realized with calibrations that utilize the complete system distortion model and these conclusions are discussed in detail.

This report provides a greater understanding of artillery rockets, their use as improvised light weapons by armed groups, and the threat that these weapons pose to military and civilian targets. The main findings from this Working Paper include the following: Use of artillery rockets by armed groups is widespread. Groups in at least 12 countries have produced, acquired, and/or used artillery rockets against military and civilian targets in recent years. ; Armed groups in Iraq have acquired hundreds of Iranian artillery rockets. The Small Arms Survey has also documented the acquisition of Iranian rockets by armed groups in several other locations, including Afghanistan, Gaza, and Syria. ; Many of the key provisions of the Arms Trade Treaty (2013) do not explicitly apply to artillery rockets commonly used by armed groups. The report provides a technical overview of the types and models, battlefield roles, and manufacturers of artillery rockets, illustrated with photographs. It goes on to assess the threat posed by poorly secured and illicit artillery rockets, including their use by armed groups in Afghanistan and Iraq. The Working Paper concludes with a brief assessment of the Arms Trade Treaty as a tool for controlling the transfer of artillery rockets.
