This is very hard to understand, even for a native English speaker. I think the answer is C because the narrator ponders about why he has a wall and the person on the other side, is very insistent on having it without much reason. They're very serious about repairing the wall. Plus, there are negative words like saveage-armed and darkness. By the way, I may be wrong but this is my best guess.
